I was instructed

and local standing of certain bhinese who had offered various sumo for
the
privilege of opening the twelve gambling houses which the Government proposed to license.
I lound that those who offered the
largest
sums expected to obtain permision to start as many
houses
as

valid to ensure a due
performance of the conditions to be imposed by the
license.
